Throughout the community engagement process leading up to the Buffalo Bayou East Master Plan, area residents emphasized that more affordable housing was needed. Responding to this, BBP made the decision to incorporate affordable multi-and single-family homes in the area.

Lockwood on Buffalo Bayou is a new, multi-family residential development spearheaded by Buffalo Bayou Partnership and Brinshore, a national affordable housing developer. Located along the Buffalo Bayou hike and bike trail between Tony Marron Park and Lockwood Drive, this project is adjacent to the future Lockwood Park that will feature a children’s playground, nature dog park, and a linear green space that extends into the surrounding neighborhood.

The first phase of Lockwood on Buffalo Bayou, a low-rise, multi-family building comprised of 80 apartments, opened in summer of 2024. Residents will enjoy new homes in an income-inclusive, dynamic, and culturally diverse community just minutes from downtown Houston.

  • One-, two-, and three-bedroom apartment homes at accessible pricing levels for individuals with a range of incomes
  • Spacious floor plans, ample natural light, stone countertops, in-unit washers and dryers, and modern fixtures

By 2032, Buffalo Bayou Partnership and its partners will realize the Buffalo Bayou East 10-Year Plan, bringing parks, trails, bayou-crossing bridges, affordable housing, cultural destinations, and infrastructure improvements to the Greater East End and Fifth Ward.  This visionary plan is made possible by a $100 million catalyst gift from the Kinder Foundation to Buffalo Bayou Partnership, which leveraged significant public support from Harris County and the City of Houston, including Tax Increment Reinvestment Zone funds.
